We are also U.S. Department of Housing and Urban Development (HUD) and Texas Department of Housing & Community Affairs (TDHCA) approved. We’ve had over 20 years of experience in HUD multifamily reconstruction and we have extensive experience handling all the required paperwork for these projects. We have the financial backing to bond all jobs, whatever the size.

Mr. Carson has over 28 years of experience as the Company President. He and his wife, Rosemary, started Gemstar in 1983 utilizing Rosemary’s office management skills and David’s 10 years in property-related positions as an Insurance Adjuster, District Property Manager and Construction Salesman. His bold entrepreneurial spirit combined with years of practical experience have built a company with a reputation for producing excellence, service and value in an ever-changing market.
Mr. Payne has over 24 years of experience as Executive Vice President and Co-Owner of Gemstar. He joined the young company in 1987 with 12 years of progressive experience in Construction Management in a broad range of positions. His personal drive, strong management skills and attention to detail have helped Gemstar develop into a company known for its ability to complete quality projects on time and within budget. Mr. Payne has been a driving force in the development of time and cost – saving procedures for the way the company manages construction projects.
Benjamin earned his BA from New York University in 2007, and came to Gemstar in 2009 as an estimator. He is an active member of the Houston Apartment Association having written for their monthly publication, Abode Magazine. He has also earned the professional designation of Certified Apartment Supplier (CAS) from the National Apartment Association (NAA). He is the qualifying agent for eight state licenses; Louisiana, Utah, Florida, Tennessee, Arizona, North Carolina, Virginia and Alabama. In addition, he holds a license in applied structural drying (ASD) and water remediation technician (WRT) from the IICRC. In 2015, Ben was promoted to General Manager where he oversees the general day-to-day operations of the company. With a large amount of estimating experience under his belt, he is always available for consults on large, complex and difficult projects for all of our valued Gemstar clients.
Casey joined the Gemstar team in 1997 after graduating from Stephen F. Austin State University. His experience and knowledge of the industry have developed him to become a strong asset to our team. He is an active member and frequent volunteer within the Houston Apartment Association (HAA). Casey has earned the designation of Certified Apartment Supplier (CAS) through the National Apartment Association (NAA).
Brian Acome joined Gemstar Construction in 2004 as a Salesman/Project Manager. His experience includes selling and managing state and federally funded whole-property rehabs (up to $10M) for non-profit development groups and tax credit investors. His diverse 28-year career includes Sales and Estimating for a Commercial Drywall Company; working for a local Servpro Restoration franchise as a Salesman and Project Manager; and handling large-loss insurance claims using Xactimate estimating software for a Disaster Recovery and Engineering/Construction Management firm in the National Market. Brian is active in the Houston, San Antonio, and Texas Apartment Associations.
Neal joined the Gemstar sales team in 2014. He has been in the Multi-Family industry for over 20 years with the Sherwin Williams Paint Company. An encyclopedic knowledge of paint products and their applications is a valuable resource he brings to the team. At Gemstar, he focuses on new client development and outreach. He strives to be a dedicated partner in adding value to his clients’ assets while providing exceptional high quality service. With a long history in the Houston Apartment Association, his outstanding reputation precedes him. He has his Certified Apartment Supplier designation and is an active member in the HAA Chili Committee, HAA Product Service Council as well the HAA EXPO Committee. Texas proud, Neal is a 2014 graduate of the University of Houston Downtown – Go Coogs!
Ryan joined the Gemstar team in 2015. After attending Sam Houston State University, he worked as an area developer for several franchise restaurants before making his move to Gemstar. His knowledge in restaurant build out and project management makes him a great fit in the Gemstar family. Since joining Gemstar, Ryan has worked on several large loss projects. His experience working with insurance companies, developing large-loss scopes of work and attention to detail sets him apart in the industry.
With over twenty years in the Multifamily industry, Liz has joined the Gemstar Construction as an Account Executive. Liz is a highly decorated leader and volunteer member for the Houston Apartment Association. Her desire for growth and education led to many opportunities such as gaining her Certified Apartment Supplier (CAS) Credentials through the National Apartment Association (NAA) in 2012. She earned the Forty Under 40 recognition in 2012 and is a HAA Leadership Lyceum Graduate of 2015. Currently she serves as the chair for Houston Apartment Associations Ambassadors ONE Society Committee and a member of the Product Service Council. In addition to her industry efforts, Liz serves on the Houston Livestock Show & rodeo World’s Championship Bar-B-Q Committee and is an advisory board member for the Grateful American Charity for benefiting Camp Hope.
Blaise joined Gemstar in August of 2019 bringing with him over 10 years of Multi-Family experience across Texas in sales and operation management. As an active member of many apartment associations, Blaise holds his CAS delegation through the National Apartment Association in 2016 and is a Product Service Council member of Houston Apartment Association. He has earned recognition throughout Texas for his hard work and dedication; Associate of the Year for the AASET 2017-2018, Leadership Lyceum Graduate in 2019, Rising Star Supplier of the Year in 2019 for the HAA, and the 2020 National Apartment Association Supplier of the Year.
Jose attended the University of Houston Construction Management program where he gained valuable knowledge in industry trade craft. Before joining Gemstar, he worked at construction projects in Utah and Colorado, honing his skills along the way. Proficient in working on complicated projects, Jose brings a high level of focus and attention to our clients’ needs to every estimate he produces. He aspires to provide quality accurate estimates that exceed our clients’ expectations every time.
